Parking Advisory Group

The Parking Advisory Group is a City Manager's Work Team. The purpose of the group is to develop and provide recommendations to the City Manager on a short-term functional parking strategy for the downtown, and ordinances required to establish a Parking Commission and permanent framework for the City of Rochester. 

The Self-Directed Work Team’s mission includes the following: 

  • Review the former Parking Review Group’s final report, presentation and recommendations to City Council.
  • Begin a “self-directed” process to collect and review information, and develop recommendations on the following until a Parking Commission is established:

For 2024 – 2025 downtown parking

  1. Enforcement
  2. Permitting System & Scope
  3. Rates
  4. Hours of operation on downtown municipal parking
  5. Fee parking locations & hours of operation 
  6. Equipment needs, locations & cost 

Parking Ordinance(s)

  1. Establishment of a Parking Commission to address parking city-wide
  2. Establishment of a Parking Fund
  3. Additional framework as required for the establishment of a permanent parking program advised by the commission and implemented by staff.

Members

The team consists of six representatives selected by the City Manager. Additional staff members and subject matter experts may be brought into the team’s process as needed and invited. The chair shall be selected by the City Manager and there are no set term limits.
